2025 Code Updates: Energy/Plumbing/Building Codes

Topics of Presentation:

  • Proposed Reroof Scenarios:
  • 1. Low-slope roof replacement (increased roof insulation) – Existing f/g batt insulation positioned in “unvented” enclosed rafter spaces below deck. Example code references – The CBC Chapter 12 now requires a minimum % of total R value above the deck. CBC Chapter 15 now specifically calls out roofing to comply with Chapter 12. The CEC requires replacement roofs to have more insulation than simply R10 above the deck.
  • 2. Low-slope roof replacement (increased roof drainage) – Installing a new full taper system, raising perimeter curbs, and replacing primary and secondary roof drains. Example code references – CBC Chapter 16 design rainstorm intensity has greatly increased, storm recurrence interval now depends on building risk category, the CBC roof drainage now conflicts with 2025 CPC Chapter 11 Roof Drainage requirements.
  • 3. New CBC Section 1511 requirements may require lightning protection as part of replacement metal roof edge systems, gutters, or roof-mounted solar PV arrays. See ANSI/SPRI 4435 ES-1, ANSI/SPRI GT-1.
  • 4. 2025 CBC Section 1511 “Raised Deck Systems” (e.g., pedestal-supported pavers) now requires walking surfaces to be surrounded by fire-rated walls or enclosures.
  • 5. If time allows, other scenarios proposed by ARCBAC.
